Jose Carlos Velarde Sacio is an economist with a degree from the Pontifical Catholic University of Peru and has a Master of Public Service Regulation from the same university. He worked on competition and international trade issues at Indecopi for six years and spent 5 years at Ositran, where his last position was as Head of Tariff Regulation. Mr. Velarde also worked 5 years at Sunass as Head of Policies and Rules and Head of Tariff Regulation.

Mr. Velarde has been a member of the Collegiate Body and the Chamber of Conflict Solution at Osinergmin. He is an instructor at Pacific University in the public and private partnership specialization course and has taught regulation theory at the National University of San Marcos. Mr. Velarde has also been an instructor in the Master of Finance at the National University of Engineering. He has also taught access theory, dumping and subsidies, WACC for regulated companies; lessons learned from PPPs; and tender theory through university extension courses offered by Indecopi, Ositran, Sunass and Osiptel.
